MoRTH और IIT Patna का Strategic MoU में National Highways पर Tunnel Safety और Hill Slope Protection को मिलेगी नई दिशा

भारत सरकार के Ministry of Road Transport & Highways (MoRTH) ने 17 दिसंबर 2025 को IIT Patna के साथ एक महत्वपूर्ण Memorandum of Understanding (MoU) पर हस्ताक्षर किए, जिसका उद्देश्य National Highways पर tunnel projects, hill slope protection, और landslide mitigation के लिए तकनीकी सहयोग को मजबूत करना है। यह कदम भारतीय रोड इंफ्रास्ट्रक्चर की दशा को नई तकनीकी मजबूती देने के साथ-साथ भविष्य में आने वाली भौगोलिक चुनौतियों के प्रति safer and resilient highway infrastructure विकसित करने की दिशा में महत्वपूर्ण योगदान प्रस्तुत करेगा।

National Highways Challenges

भारत में National Highways नेटवर्क दुनियाभर में सबसे विस्तृत Highways में से एक है और यह mountainous तथा hilly terrains के माध्यम से होकर गुजरता है, जहाँ landslide, slope instability और tunnel safety जैसी चुनौतियाँ अक्सर infrastructure projects को प्रभावित करती हैं। हाल ही में Guidelines for Prevention and Mitigation of Road Tunnel Collapses जारी किए गए हैं, जिनमें geological analysis और risk reduction के protocols को और मजबूत करने का जोर दिया गया है, खासकर landslide prone क्षेत्रों में tunnel design और execution के लिए किया गया है।

MoRTH की यह पहल tunnels और hill slope protection में mistakes और hazards से lessons लेने की जरूरत को उजागर करती है। उन समस्याओं को ध्यान में रखते हुए, यह MoU शोध, design frameworks, और scientific investigation को शामिल करेगा, जिससे National Highways में संभावित जोखिमों को accurately समझने तथा mitigate करने में मदद मिलेगी।

Scientific Investigation of Tunnel Projects- Tunnel projects की सफलता प्रमुख रूप से geological conditions, soil stability, और slope behavior को समझने पर निर्भर करती है। IIT Patna के research teams advanced modelling तथा geotechnical analysis tools का उपयोग करके इन parameters को भविष्य में और accurate तरीके से assess करेंगे।

• Improved Tunnel Design Frameworks- Tunnel design केवल concrete और steel structure तक ही सीमित नहीं है बल्कि geotechnical data, water pressure analysis, and slope deformation modelling की complex requirements को भी शामिल करता है। इस MoU के तहत दोनों संस्थाएँ ऐसे protocols तैयार करेंगी जो tunnels को natural hazards के प्रति अधिक resilient बनाएँ।
• Capacity Building and Training- MoU में विशेष रूप से capacity building initiatives को भी शामिल किया गया है, ताकि engineers, on ground technicians और field practitioners को modern tunnel safety techniques, slope evaluation tools और landslide mitigation strategies में ट्रेनिंग मिल सके।
• Landslide Mitigation Recommendations- Hill slope regions में landslides National Highways के लिए बड़ा threat हैं। इस साझेदारी के जरिए IIT Patna के experts’ landslide prone areas के लिए advanced slope protection measures और soil stabilization techniques की recommend करेंगे, जिससे road safety और infrastructure reliability दोनों ही बढ़ेंगे।

यह MoU infrastructure project execution को scientific तरीके से refine करेगा साथ ही यह future tunnels और hill regions में National Highways के design standards को भी बेहतर बनाएगा।

Why This MoU Matters Now

हाल के दिनों में भारत में कई tunnels और hill slope regions में infrastructure projects के दौरान safety मुद्दों और collapses की विस्तृत समीक्षा की जा रही है। December 2025 में MoRTH ने अपनी नई safety guidelines जारी करते हुए recommended किया कि tunnel projects में geological maps और National Landslide Susceptibility Mapping जैसे advanced data को alignment तथा design surveys में शामिल किया जाए, ताकि जोखिमों को पहले से ही identify किया जा सके।

इस MoU का समय विशेष रूप से महत्वपूर्ण इसलिए भी है क्योंकि-

• Infrastructure projects की संख्या बढ़ रही है और उनमें long tunnels और hilly terrains पर National Highways का हिस्सा बढ़ गया है।

इस साझेदारी से IIT Patna के technical expertise को MoRTH के field level infrastructure challenges के साथ जोड़कर एक structured research to practice pipeline तैयार होगा।

IIT Patna का Role और Technical Edge

IIT Patna engineering excellence विशेषकर geotechnical और structural engineering research के लिए जाना जाता है। यह institute पहले से ही state government projects में bridge safety audits, advanced modeling और structural health monitoring assignments पर contract basis पर काम कर रहा है, जो उसके technical credibility को strengthen करता है।

MoU के तहत, IIT Patna के research teams tunnel design optimization, slope stability analysis और science backed hazard mitigation recommendations को develop करेंगे। इससे current infrastructure projects की quality improve होगी और future proof road design methodologies का framework भी सामने लाया जाएगा।

इस तकनीकी साझेदारी से National Highways network को लंबी अवधि में काफी लाभ मिलेगा-
